Use when adding a new `Schema` variant, a new `StreamDecoder`/`StreamEncoder`, a new `Error` variant, modifying the `Sink`/`Source`/`Transform` trait surface, the FFI macros, or the `retry`/`api`/`convert` modules. NOT for writing plugins - use `connector-sink` or `connector-source` for those.
